Job Summary: The Chief Financial Officer is responsible for oversight of all financial and business affairs of the ESC while providing guidance and support to LEA fiscal managers. Directs and monitors the management and investment of all center funds and ensures they are adequately protected. Provides managerial direction to the areas of Business Services, Technology Services and DMAC. Serves as financial advisor and budget advisor to the Executive Director and Board of Directors.
Qualifications:
Minimum Education/Training:
Post-Graduate Degree: Major coursework in administration or a related field is generally preferred.
Master’s Degree and/or current Certified Public Accountant license preferred.
Experience:
10 years of educational experience in a professional capacity Prefer central office or campus-level administrative experience.
At least ten (10) years of experience in public school district-level management.

Primary Essential Functions
- Provide leadership to the Director of Business Services to ensure continued ESC fiscal strength and accountability while serving internal and external customers.
- Provide leadership to the Deputy Director of Technology Services to carry out initiatives for continuous improvement of technology services to ensure fiscal growth and implement evolving data security initiatives.
- Provide leadership to the Deputy Director of DMAC to ensure continued customer responsiveness, revenue sustainability, data security and implementation of new initiatives.
- Oversees preparation of the annual ESC budget, based on estimates of available resources, providing assistance to service center personnel as required in the formulation of the budget.
- Oversee the auditing program for all Center funds and work cooperatively with independent auditors in conducting audits.
- Provide support to LEA Business Managers to confirm the understanding of legal requirements, compliance and mandates of school finance.
- Actively participate and provide leadership to district Business Managers through TASBO meetings.
- Review expenditures and financial reports to prepare ESC reimbursement requests to granting agencies.
- Assist Executive Director with administrative, program and operational needs, serving with delegated signature authorization for purchase orders, grant approvals and contracts.
- Oversight of cost control measures and perform ongoing cost/benefit analysis of processes for increased efficiencies and financial strength.
- Serve as ESC Investment Officer, investing funds with terms of the law and local investment policy to achieve safety, diversification and earnings goals.
- Support the ESC goals for school improvement by attending SWAT meetings and carrying out related projects in the areas of responsibility.
- Serve as contract manager with responsibility for review and maintaining official copies of ESC agreements and contracts signed by the Executive Director or designee.
- Perform contractual duties related to the ESC and Consortium eRate reimbursement process for discounted telecommunication services.
- Serve as liaison with depository bank, authorizing transactions and monitoring pledged securities to ensure full collateralization of bank balances; maintain required bank bid cycle.
- Regular and reliable attendance.
- Daily monitoring of Administrative and Department procedures to ensure they reflect actual practice and assist employees in making needed changes.
