Job Title: Director, IMS Division / Department: Center for Technology Services

 

Job Summary: The IMS Director, reporting to the Deputy Director of the Center for Technology Services, will provide vision and leadership in the primary area of IMS. This includes Funding & Accountability, TSDS, PEIMS, TREx, OnDataSuite, ASCENDER Student/Business/Portals, Financial Services, and The Texas Education Exchange (TEE). The Director of IMS’s responsibilities will involve providing leadership, guidance, training, and assistance to the IMS Team to enhance their knowledge and skill set in support of changes in public school reporting to the TEA and DOE. The Director of IMS will guide the IMS team in developing and executing improved and/or new cooperatives and training workshops to assist LEAs through new legislation, increase awareness and usage of IMS department software, participate in ESC-wide initiatives and committees, conduct research on products marketed to LEAs statewide, and attend and report back information from the Texas Computer Cooperative (TCC) ESC Managers meetings and TEE meetings for ASCENDER to the Deputy Director, Chief Financial Officer and Executive Director.

 

Qualifications:

Minimum Education/Training: Post Graduate Degree; major coursework in administration or related field is generally preferred. Technology/Business emphasis. Principal Certification and/or Superintendent Certification. Experience: 10 years of educational experience in LEA central office or campus-level administrative experience.

Primary Essential Functions

1.Represent the Region 7 ESC IMS department to our LEAs by supporting contact and documentation from the IMS staff.
2.Manage the operational and technical aspects of IMS, including ASCENDER Student/Business/Portals and Hosting; TSDS PEIMS, TREx, Ed-Fi, OnDataSuite, Financial Services, and Texas Education Exchange (TEE)through needs assessment and evaluation of programs, services, and department staff.
3.Supervise TSDS Core Collections and Champions and provide technical assistance as needed.
4.Serve as a liaison for LEAs and the ESC to interface with TCC, TEA, TEE, and other organizations.
5.Plan, organize, monitor, evaluate, and continually improve services offered to meet the needs of LEAs and ESC staff. Assist with technical issues related to ASCENDER software, Funding & Accountability Cooperative, OnDataSuite software, Financial Services, and TEE.
6.Lead, supervise, and oversee customer service and training activities, materials, and locations to ensure staff are trained and prepared to provide needed training and/or support to LEAs for IMS department software and services.
7.Develop and oversee budgets and fee schedules for IMS coop and services.
8.Keep informed of current and emerging technologies specific to IMS including those in direct competition with ESC-provided services and software. Inform the Deputy Director of new products and/or software being marketed to LEAs.
9.Acquire and develop skills in the use of various technology tools to improve personnel effectiveness.
10.Stay updated and update the Deputy Director, Chief Finance Officer, and Executive Director with changes in ASCENDER software via TCC ESC Manager’s meetings and training to support ESC staff in supporting LEAs.
11.Stay updated on TEA and legislative changes in PEIMS and the business area to support LEA and ESC staff.
12.Serve as the designated PEIMS Coordinator for the ESC in ASKTed.
13.Serve as the TSDS Executive Sponsor (with the Executive Director) to assist in coordinating required TEAL ESC roles.
14.Lead in the needs assessment and planning processes through SWAT meetings to ensure the Technology services meet the needs of the districts/charters in order to increase student performance and engagement.
15.Inform and provide feedback to the Deputy Director regarding the department's operations and services to report to upper management.
16.Monitor QMS procedures, including Center, department, and individual work instructions to ensure they reflect actual practice and assist employees in making needed adjustments.
17.Regular and reliable attendance.
18.Daily monitoring of Administrative and Department procedures to ensure they reflect actual practice and assist employees in making needed changes.
19.Other duties as assigned
